KUALA LUMPUR, Oct 8 — Prime Minister Anwar Ibrahim is expected to unveil a spending plan aimed at easing Malaysia’s rising living costs in what could be his government’s final budget before calling national elections. Anwar, who also serves as finance minister, will present the 2027 budget to Parliament on Oct 9, with economists predicting a focus on cash handouts for middle‑income households, support for semiconductors and renewable energy, and measures to strengthen existing revenue streams rather than introducing new taxes.
The 79‑year‑old premier’s Pakatan Harapan coalition has suffered setbacks in recent state polls, and analysts say he may call nationwide elections in the second half of 2027, ahead of the February 2028 deadline. “That raises the stakes for every measure inside the 2027 budget,” Kenanga Investment Bank economists noted, stressing the need to shield households from global energy shocks while laying foundations for a higher‑value economy.
Election Test
Bloomberg reported that Anwar recently restored subsidised fuel quotas benefiting 16 million people, despite adding pressure to the fiscal deficit, and eased invoicing rules for SMEs. He has also signalled a possible hike in the private sector’s minimum wage from RM1,700, with the economy minister identifying higher wages as a priority.
Economists caution that fiscal consolidation will be difficult amid elevated oil prices and external volatility. OCBC Bank’s Lavanya Venkateswaran said subsidies could push Malaysia’s 2026 fiscal deficit to 3.6% of GDP, above the 3.5% target. For 2027, Bloomberg’s survey of economists projects a narrower deficit of 3.4% of GDP, with GDP growth at 4.8% and inflation at 2.1%.
UOB Kay Hian expects a “mildly expansionary yet fiscally measured budget,” with increased handouts and tax reliefs for the middle class, alongside incentives for technology and green sectors to support Malaysia’s net‑zero ambitions by 2050.
