Budget 2027 Balances Fiscal Discipline With Wage Reforms, Supports Consumer Spending

Malaysia's Budget 2027 focuses on fiscal consolidation, significant wage increases, and consumer support measures, targeting a 3.3% fiscal deficit for economic growth.

KUALA LUMPUR, Oct 10, 2026— Budget 2027 maintains Malaysia’s fiscal consolidation path while introducing significant wage reforms and targeted consumer support measures, according to a market strategy report.

The government is targeting a narrower fiscal deficit of 3.3% of gross domestic product (GDP) in 2027, down from a revised 3.6% in 2026, keeping it on track to achieve a 3.0% deficit by 2028. Federal development expenditure was increased to RM83 billion, reflecting continued support for infrastructure and economic growth.

Wage Reforms

A key highlight of the budget is the increase in the minimum wage to RM2,000 per month from RM1,700 beginning June 2027. The move is expected to benefit more than four million workers, although labour-intensive sectors such as plantation and construction may face higher operating costs. A RM2,500 monthly wage floor for semi-skilled workers and graduates was also introduced.

Consumer spending is expected to receive a boost through higher cash assistance allocations, lower personal income tax rates and increased tax relief. The government will allocate RM16 billion for the Sumbangan Tunai Rahmah (STR) and SARA programmes, while tax reductions and enhanced relief are expected to raise disposable incomes for around five million taxpayers.

No new broad-based taxes were announced. Measures supporting businesses include lower tax rates for micro, small and medium enterprises and extended capital allowances for machinery and digital investments.
