KUALA LUMPUR, Aug 1 — Malaysia’s Hybrid Workday (HBH) Policy officially comes into force today, introducing a more flexible work arrangement for eligible civil servants across the public service.
The new policy allows employees to work three days in the office and two days from home or other approved locations, replacing the conventional five-day office work model as part of the government’s public service reform agenda.
The Public Service Department (JPA) said the initiative is designed to strengthen the resilience of government service delivery while adapting to changing global work trends and technological advancements without compromising service quality.
Hybrid workday
Under the HBH Implementation Guidelines, civil servants in states observing Sunday as the weekly holiday must report to the office on Mondays, Thursdays and Fridays. The Head of Department will determine one additional compulsory office day, while the remaining two days may be designated for work from home, subject to job suitability and operational requirements.
The hybrid arrangement aims to improve work-life balance, enhance productivity and support a more efficient public sector while ensuring uninterrupted services to the public.
Malaysia joins a growing number of countries, including Singapore, Australia, Finland and Sweden, in adopting hybrid working arrangements as organisations increasingly embrace flexible workplace practices in response to evolving workforce expectations.
