Malaysia Rolls Out New Electricity Tariff from July 2025, Benefiting 85% of Domestic Users with Stable or Lower Rates

Starting July 1, 2025, Malaysia will implement a new electricity tariff schedule, reflecting government reforms in the energy sector, as announced by Communications Minister Datuk Fahmi Fadzil. Aligned with the National Energy Transition Roadmap (NETR), the initiative promotes renewable energy and aims to reduce carbon emissions by 2050. Approximately 85% of domestic consumers (over 23.6 million users) in Peninsular Malaysia, using up to 1,000 kilowatt hours monthly, will experience unchanged or lower electricity rates. The tariff, effective until December 31, 2027, operates under the Incentive-Based Regulation (IBR) framework, as approved by the Energy Commission (ST) and supported by the Energy Transition and Water Transformation Ministry and Tenaga Nasional Berhad. This reform seeks to balance energy transition goals with consumer benefits.
