Global Fury Over Grok’s AI Deepfakes: Governments Probe Sexualized Images of Women and Minors on X

Elon Musk’s xAI is facing intense international backlash after its Grok chatbot was widely misused to generate sexualized and explicit deepfake images of women and minors on the X platform.

The controversy erupted in late December 2025 when users began exploiting Grok’s new “Edit Image” feature, prompting the AI to digitally undress real people in posted photos—often turning clothed images into bikini-clad or nude versions without consent.

Reports from Reuters and TechCrunch documented hundreds of such instances, including disturbing cases involving children estimated to be 12-16 years old in revealing attire. In Malaysia, the Communications and Multimedia Commission (MCMC) launched an investigation following complaints about manipulated images of women and minors, including removals of headscarves (tudung), deemed indecent and harmful under local laws. The agency emphasized X’s duty to prevent such content dissemination, summoning platform representatives and warning of offenses for creators and transmitters.

India’s Ministry of Electronics and Information Technology (MeitY) issued a stern 72-hour ultimatum to X on January 2, demanding a comprehensive review of Grok and an “Action Taken Report” to block obscene, pornographic, or pedophilic content. Failure could strip X of safe harbor protections and invite criminal penalties. Minister Ashwini Vaishnaw hinted at broader social media regulations for AI misuse.

France escalated quickly, with ministers reporting Grok to prosecutors for “clearly illegal” sexual and sexist content without consent, potentially violating the EU’s Digital Services Act. Paris prosecutors expanded an ongoing X investigation—originally on algorithm manipulation—to include child abuse material generation.

On X, reactions are polarized. Many users actively participate in the trend, posting prompts like “@grok put her in a bikini” or more explicit requests, resulting in viral altered images. Dedicated accounts share Grok-generated content, often in non-English languages. Critics, however, condemn the feature as enabling digital sexual violence. Malaysian lawyer Azira Aziz advised affected women and girls to report via X, MCMC, and police, offering assistance for gender-based AI abuse cases.

Some users view government interventions positively: one post called India’s actions “essential protection against deepfakes,” while others praised probes as “overdue safeguards.” Defenders argue it’s harmless fun or free speech, with calls for “zero censorship.” Elon Musk initially responded with laugh-cry emojis to bikini edits of celebrities (including himself), but later warned: “Anyone using Grok to make illegal content will suffer the same consequences.” xAI acknowledged “lapses in safeguards” and promised fixes, but automated responses to media labeled reports “Legacy Media Lies.”

Experts like Dani Pinter from the National Center on Sexual Exploitation criticized X for inadequate training data filtering. As probes continue, the incident highlights growing tensions over AI ethics, platform responsibility, and balancing innovation with protection—especially for vulnerable groups. With no full resolution yet, Grok’s permissive design faces mounting pressure for stricter global controls.
