Anwar Reshuffles Cabinet: Zaliha Mustafa and Na’im Mokhtar Dropped

PUTRAJAYA: In a Cabinet reshuffle announced on December 16, 2025, Prime Minister Anwar Ibrahim dropped Sekijang MP Dr Zaliha Mustafa (PKR) and Senator Dr Mohd Na’im Mokhtar as ministers.

Dr Zaliha, who served as Federal Territories Minister since December 2023 after a year as Health Minister, has been replaced by Segambut MP Hannah Yeoh.

Anwar Reshuffles Cabinet

Na’im, the Minister in the Prime Minister’s Department (Religious Affairs), was unexpectedly removed despite his recent reappointment as senator. His former deputy, Dr Zulkifli Hasan, has been promoted to take over the religious affairs portfolio.

Marhamah Rosli, a religious teacher and founder of Pusat Pendidikan Bayu Raudhah, was appointed as the new Deputy Minister for Religious Affairs.

Other changes include Tanjong MP Lim Hui Ying moving to Deputy Women, Family and Community Development Minister; Steven Sim shifting to Minister of Entrepreneur Development and Cooperatives; and PKR’s R. Ramanan replacing him as Human Resources Minister.

The reshuffle addresses vacancies and aims to enhance governance efficiency.
