In Malaysia’s RM421 billion Budget 2025, the Ministry of Education (MoE), Ministry of Health (MoH), and Ministry of Defence (Mindef) receive the largest share, accounting for 31% of the total allocation aimed at boosting economic growth and public welfare.
The MoH and MoE are the top beneficiaries, with RM16.3 billion in grants for operational costs. Major beneficiaries include twenty public universities and nine teaching hospitals, receiving 61.8% of this allocation. Additionally, RM9.3 billion is designated for state governments for infrastructure, education, and healthcare projects.
In education, RM15 billion will enhance institutions and ICT infrastructure, aiming to bridge the rural-urban gap. This includes upgrading LAN for 1,528 agencies, implementing smart classrooms in 400 institutions, building 46 new schools, and refurbishing 122 dilapidated schools in Sabah and Sarawak.
For the Mindef, RM12.3 billion is allocated to security, with RM8.2 billion for defence and RM4.1 billion for internal security. Funds will upgrade military assets, improve living conditions for personnel, and reintroduce the National Service Training Programme (PLKN).
In health, RM6.9 billion will support new clinics in rural areas and upgrades to existing ones. Additionally, RM3.8 billion is allocated for general administration and improving ICT systems, while RM2.3 billion will fund housing projects, including the development of Perumahan Inklusif Madani and other initiatives in Pulau Pinang and Negeri Sembilan.
