Singapore to Adopt Global Helmet Standards from November 2025 to Boost Rider Safety

SINGAPORE – From November 1, 2025, motorcyclists in Singapore will be able to use helmets certified under the UNECE R22.06 standard, a globally recognised benchmark already in force in the EU, UK, Japan, and South Korea. The move, announced by the Traffic Police (TP), aims to improve safety, expand choices, and reduce costs for riders by removing the need for local approval testing.

UNECE R22.06 helmets offer stronger protection against rotational impact, better absorption in high-speed crashes, and wider field-of-vision standards. At the same time, Singapore will roll out Singapore Standards 9: 2024 (SS9: 2024), which will gradually replace SS9: 2014. During a two-year transition until November 18, 2026, helmets certified under both standards will be accepted, with SS9: 2014 approvals valid for sale until November 2031.

Helmet Standards

A new labelling system will help riders identify compliance: silver stickers for SS9: 2014, red stickers for SS9: 2024, and E-mark chin strap labels for UNECE helmets.

TP reminded riders that quality helmets significantly reduce fatalities and urged them to replace helmets every five years. Engagement sessions with retailers and rider groups will begin this month.
