Trump Floats Ukraine Peace Talks as Kyiv Offers $100bn Arms Deal

WASHINGTON — Donald Trump has reignited global debate over Ukraine’s future, pledging to help arrange security guarantees for Kyiv if peace talks with Russia move forward. But his proposal — centred on Europe shouldering most of the burden — underscores both the limits of US commitment under his leadership and the shifting balance of transatlantic security.

After intense meetings in Washington with President Volodymyr Zelenskyy and European leaders, Trump said the United States would “co-ordinate” but not lead guarantees, leaving European capitals scrambling to define what lasting security for Ukraine might mean. The Kremlin, however, gave no assurance that President Vladimir Putin would meet Zelenskyy, casting doubt over the centrepiece of Trump’s plan.

At the same time, documents seen by the Financial Times revealed that Ukraine has pitched a massive $100bn purchase of American weapons — to be financed by Europe — and a $50bn drone production deal with US firms. The move is designed to appeal directly to Trump’s “America First” instincts while securing binding commitments that extend beyond political rhetoric.

Key Takeaways: Ukraine Peace Talks

  • Europe in the lead: Trump made clear Washington’s role would be supportive, not primary, in any security guarantees — a marked shift from past US positions.
  • Ukraine’s high-stakes offer: Kyiv seeks to tie American industry to its survival, hoping Trump’s transactional style makes a weapons deal politically irresistible.
  • No ceasefire breakthrough: Despite warm optics at the White House, Russia has not committed to direct Zelenskyy-Putin talks, and Putin’s proposal for Ukraine to cede territory remains unacceptable to Kyiv.
  • European urgency: Leaders including German Chancellor Friedrich Merz and NATO chief Mark Rutte pushed for at least a ceasefire as a precursor to talks, wary of Russia exploiting any vacuum.
  • Trump’s peacemaker image: The US president continues to project himself as a dealmaker, but Europe remains sceptical that Moscow will engage seriously without pressure.

For Ukraine, the strategy is clear: lock in Western guarantees by binding Trump to US defence industries while resisting any settlement that involves territorial concessions. For Europe, the stakes are higher than ever — with Washington signalling that the burden of guaranteeing Ukraine’s future may now rest squarely on their shoulders.
