Trump's economic regime could fuel inflation and disrupt trade flows
A confidential 28-point draft proposal attributed to former U.S. President Donald Trump has sent shockwaves through diplomatic circles after being presented to Ukrainian officials in Kyiv this week. The document, obtained by the Associated Press, outlines a sweeping framework to end Russia’s full-scale invasion, but it does so by offering Moscow terms far more favorable than any proposal publicly discussed to date.
According to the draft, Ukraine would be expected to cede Crimea, Luhansk and Donetsk as de facto Russian territory, while the regions of Kherson and Zaporizhzhia would be frozen along the current line of contact. Ukrainian forces would also withdraw from parts of Donetsk they still hold, creating a demilitarized buffer zone internationally recognized as Russian territory.
In exchange, Russia would pledge non-aggression toward Europe and Ukraine, rejoin global economic structures, and participate in a U.S.–Russia working group overseeing compliance. Sanctions could be rolled back gradually, and frozen Russian assets worth at least USD 100 billion would be repurposed for Ukraine’s reconstruction under U.S. direction.
Ukraine, under the draft, would commit to permanent neutrality by writing a ban on NATO membership into its constitution. NATO would reciprocate by updating its statutes to prohibit Ukraine’s future entry. The Ukrainian Armed Forces would be capped at 600,000 personnel, and elections would be required within 100 days of signing.
The plan also proposes restarting the Zaporizhzhia Nuclear Power Plant under IAEA supervision, with power output split equally between the two warring states. A humanitarian committee would oversee prisoner exchanges, family reunification, and the return of deported children.
The entire agreement would be legally binding and enforced by a newly created Peace Council chaired by Trump. A ceasefire would begin once both sides withdraw to designated points.
