Malaysia Strengthens Semiconductor Front-End with Arm Partnership

Malaysia partners with Arm, granting tokens to three firms to drive IC design, aiming for locally made chips within three years.

The federal government has awarded strategic cooperation offers with Arm Limited to three local firms—Great Asic Technology, SkyeChip, and Oppstar Technology—to boost Malaysia’s integrated circuit (IC) design capabilities.

Four tokens, including Arm Compute Subsystems (CSS) and Arm Flexible Access (AFA), were granted, giving the companies access to Arm’s computing platforms and IP portfolio to accelerate semiconductor product development.

Arm Partnership

Economy Minister Akmal Nasrullah Mohd Nasir said the initiative marks Malaysia’s transition from back-end manufacturing to front-end design and IP creation. The collaboration focuses on training 10,000 IC design talents, enabling access to Arm technology, and developing locally designed chips.

Akmal set a target for Malaysia to produce chips labelled “made by Malaysia” within three years, with initial focus on server-related chips to meet rising data centre demand. The government also sees potential in automotive and automation sectors, aiming to embed Malaysia firmly in the global semiconductor supply chain.
