Debate Heats Up Over 40% Bumiputera Quota in Kuala Lumpur
KUALA LUMPUR — The proposed 40% Bumiputera population quota in the Kuala Lumpur Structure Plan 2040 has sparked a heated exchange between political leaders, Sinar Harian reported.
Petaling Jaya MP Lee Chean Chung argued the target is outdated, noting Bumiputeras already make up 47.4% of the capital’s population. “The 40% threshold was surpassed more than 25 years ago… it’s like setting a quota for 30% women in Canada’s Parliament today when half are already women,” he said. Lee warned that clinging to old targets traps Malaysia in “the shadows of the past” instead of focusing on making KL a world-class city.
However, Selangor PAS Youth chief Mohamed Sukri Omar insisted the policy must be strengthened, citing Article 153 of the Federal Constitution. “It is not a temporary target, but an instrument to ensure socio-economic balance,” he said, adding that population figures do not reflect actual ownership or economic participation.
“Without mechanisms like quotas, gaps will widen,” Mohamed Sukri warned. “This is about justice, not discrimination… ending the policy just because numbers are met is flawed logic.”
The debate underscores deeper divides over how Kuala Lumpur should balance demographic representation with economic competitiveness.
