KWAP Launches Retirement Living Pilot Project in Kepala Batas to Support Ageing Population


KEPALA BATAS, Nov 10 — The Retirement Fund Inc (KWAP) has launched a retirement-oriented pilot project in Kepala Batas, in collaboration with the Penang Islamic Religious Council (MAINPP) and KWEST Sdn Bhd, its property arm. Announced by Prime Minister Datuk Seri Anwar Ibrahim under Budget 2026, the initiative supports Malaysia’s ageing population through sustainable development that delivers both financial and social impact.

The project, to be built on 4.05 hectares of Baitulmal land owned by MAINPP, introduces a new collaboration model between institutional investors and state religious councils. It will feature affordable, independent living units with lease options and curated programmes for retirees focused on learning and social engagement.


KWAP CEO Datuk Nik Amlizan Mohamed said the initiative reflects KWAP’s commitment to translating national policy into meaningful impact. The RM300 million allocation under Budget 2026 will support similar retirement developments nationwide.
