Singaporeans named as masterminds behind $41m Cambodia scam ring

Two brothers and their cousin were identified as leaders of a Singapore-based scam syndicate operating in Phnom Penh, Cambodia.

SINGAPORE — The alleged masterminds of a Singapore-linked scam syndicate operating in Phnom Penh, Cambodia, have been identified as brothers Ng Wei Liang, 32, Ng Wei Kang, 33, and their cousin Lester Ng Jing Hai, 29. The trio are among 27 Singaporeans wanted by police for their suspected roles in 438 scam cases involving losses exceeding $41 million. Wei Liang, who allegedly founded the operation in 2024, recruited his brother, cousin, and girlfriend, Christy Neo Wei En, to help run the syndicate.

Singaporeans scam masterminds

The group was charged under the Organised Crime Act in September. Cambodian police earlier raided properties linked to the syndicate, but several members escaped arrest. The suspects allegedly impersonated government officials to defraud victims in Singapore. The Singapore Police Force has issued warrants of arrest and is working with Interpol to issue Red Notices to locate and detain the fugitives.
